Strategic Priorities

The purpose of the EOWC is to support people together by doing projects or pursuing policy issues and finding solutions that municipalities, especially in rural settings, cannot do alone. The EOWC has helped to make room for rural municipal voices at decision-making tables.

Every year, the EOWC’s decision-makers come together to choose strategic priorities to focus on throughout the year ahead, or beyond. Strategic priorities must impact each of the EOWC’s 13 member municipalities in order to be chosen.

The EOWC’s 2023 strategic priorities include:

Technology in the field - digital tablet

Affordable and Attainable Housing

Housing affordability and attainability remains a key focus of the Caucus. Across the EOWC’s region, there are approximately 12,000 to 14,000 units on municipal community rental housing wait lists.

Long-Term Care

Municipal governments are key partners in the delivery of long-term care, which was highlighted continuously throughout the COVID-19 pandemic.

Paramedic Services

Following the onset of the COVID-19 pandemic, EOWC member municipalities have experienced increased pressures on their paramedic services.

Once strategic priorities are determined, working groups are formed to study the issues, brainstorm solutions and execute on advocacy and collaborative opportunities within municipalities, or working with other orders of government and applicable stakeholders. The EOWC prides itself on conducting research and gathering data to support our priorities, which have included regional studies and white papers on strategic priorities.
